Tax breaks to move American jobs overseas?

I saw an Obama campaign ad claiming that President Bush had given tax breaks to American companies which encourage them to move overseas. The ad went on to claim that Senator McCain would continue this, "more of the same", called it "George Bush Economics". Some questions immediately come to mind: How does government at any level create "tax breaks" to encourage companies to move overseas? Could it be that the nation(s) these companies are relocating their operations to have lower tax obligations on businesses? At the current employment rate of 94%-95% are we really massively losing American jobs.
